The option to set the MCC (Mobile Country Code) and MNC (Mobile Network Code) manually is only available on the Web Interface.

From the dashboard, in the Networks section, click the

Click the SIM Settings button.
SIM Settings -
In the Operator section's Selection Mode dropdown, select Manual.
Manual mode -
Fill the MCC and MNC fields.
