Verify TLS Certificates Option

Added option to verify TLS certificates in Control Panel UI, environment variables, and advanced deployment options. When enabled, if the HMP server does not have verified certificates, then the Multicast and Low-Latency Agents are not downloaded. By default, this option is disabled to maintain the same behavior as previous Helper versions.

OpenSSL Upgrade

Upgraded from OpenSSL 1.1.1 to 3 to improve Helper security features. As a result, TLS 1.0 and 1.1 are no longer supported.
